But to answer if I’m correct the % chance that you see on an enemy is actually the chance to succeed, not fail, I’d use a scroll of fog and break line of sight until you can get close enough to attack.
Edit: Paralysis/confusion/silence also works

You could also quaff a potion of enlightenment for more will.
