Shift-Tab/p When Webbed

Manual says:

Shift-Tab, p : trigger quivered action; if targeted, aims at nearest monster

I noticed that if I quiver a spell then I’m not able to fire it when webbed (think ribbon worm). Now I can still do z + [key] to execute the same spell. Is this intended? I get that you can’t fire a quivered javelin, or ranged weapon but spells?

I noticed this in 0.31, but I think they fixed it in trunk.
